How to Search Winnebago County Court Records
The Winnebago County court records search runs through the FullCourt Enterprise public access portal. The portal hosts both party search and citation search. The 17th Judicial Circuit records page links to it and to the Circuit Clerk site. The Circuit Clerk also posts case payments, document requests, e-filing help, and the daily docket schedule on the Circuit Clerk home page. Login is open. There is no public account or password.
Before you begin, gather what you have. A full name helps. A case number helps more. A citation number routes you to the Citation Search tool. The Winnebago County case-number format is year-case type-number, like 2013-TR-099999. The portal does not store passwords for the public session, so you can move between searches without saving anything. The portal also warns that recent clerk entries may not appear right away.
- Open the FullCourt landing page and click Log In to enter the public session.
- Choose Searches, then Case Searches by Party, or pick Citation Search if you have the ticket number.
- Type Last, First, and Middle. Try Soundex if the name spelling may vary.
- Use Advanced Search to filter by Criminal, Civil, or Juvenile, by case role, or by filing date range.
- Open a result to read the docket, charges or claims, hearings, judgments, and bond entries.
- For court-ready proof, request a certified copy at Records Division room 101 or through the Document Request button.

Public Access Rules for Winnebago County Court Records
Public access to Winnebago County court records flows from Illinois law and Illinois Supreme Court policy, not from local clerk discretion. The Illinois Freedom of Information Act sets the general rule for executive records under 5 ILCS 140/1. The act applies to sheriff and county records. Sealed and Confidential Winnebago County Court Records
Some Winnebago County court records are not in the public portal. Juvenile cases are protected under 705 ILCS 405/1-7. Adoption records are confidential under 750 ILCS 50/18.6. Sealed and expunged criminal cases follow 20 ILCS 2630/5.2. The Circuit Clerk FAQ states that any unsealed court document can be copied, which means sealed material falls outside the normal copy service.
To view a sealed file, a person needs a court order. The Circuit Clerk staff cannot grant access on their own. A petition or motion goes before a judge. Adoption record requests use Form CC-132, which is returned to Trial Court Administration in Room 215. Approval is by judge order. Denial is also by judge order. Juvenile background reports are limited to attorneys of record and listed parties with proper ID, in person at the clerk counter.
